At the end of the bill (before the short title), insert the following: TITLE VI--ADDITIONAL GENERAL PROVISION SEC. 601. None of the funds made available in this Act may be used to purchase light bulbs unless the light bulbs have the "ENERGY STAR" or "Federal Energy Management Program" designation.
