At the end of the bill (before the short title), insert the following: TITLE VI--ADDITIONAL GENERAL PROVISIONS SEC. 601. The amount otherwise provided by this Act for "NATIONAL FOUNDATION ON THE ARTS AND THE HUMANITIES--NATIONAL ENDOWMENT FOR THE ARTS--GRANTS AND ADMINISTRATION" is reduced by $32,000,000.
