At the end of the bill (before the short title), insert the following: TITLE IX--ADDITIONAL GENERAL PROVISIONS Sec. 901. None of the funds made available in this Act (including funds made available in title IV or VIII) may be used by the District of Columbia for any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.

- Mr. Serrano raised a point of order against the Souder amendment (A012). Mr. Serrano stated that the provisions of the Souder amendment sought to change existing law and constituted legislation in appropriations bill. The Chair sustained the point of order.
