- Purpose
- An amendment numbered 8 printed in part B of House Report 109-175 to require the State Department to annually certify that the five biggest exporters and the five biggest importers of certain methamphetamine precursors are "fully cooperating" with U.S. law enforcement to prevent diversion of these chemicals for illicit purposes. If not so certified, these countries would be subject to foreign aid eligibility provisions already in law.
