Page 24, beginning line 4, add the following new paragraph: \ (5) BROADCASTING TO VENEZUELA.--For broadcasting to Venezuela, such sums as may be necessary for fiscal year 2006 and such sums as may be necessary for fiscal year 2007, to remain available until expended, to allow the Broadcasting Board of Governors to carry out broadcasting to Venezuela for at least 30 minutes per day of balanced, objective, and comprehensive television news programming, radio news programming, or both.
