- An amendment numbered 30 printed in Part B of House Report 109-175 which contains a declaration of policy that states that the U.S. should promote the emergence of a democratic Palestinian government that denounces and combats terrorism; has agreed to disarm terrorists; has agreed to work to eliminate terrorist incitement; has agreed to respect the boundaries and sovereignty of its neighbors; and respects the human rights of all people. Amendment also adds a limitation of not more than 25 percent of the total funds available to the PA can be obligated and expended during any calendar quarter to section 932.
