- Purpose
- An amendment to insert at the end of the bill the following new section: Sec. 647. None of the funds made available in this Act shall be used to pay administrative expenses to State and local departments of transportation that the Secretary of Transportation determines do not recognize a certification of a disadvantaged business enterprise by any other State (as defined in Section 401 of title 23, United States Code).
