- An amendment numbered 14 printed in Part B of House Report 109-175 to raise the authorized level for the State Department program which provides for reimbursement to localities for services provided for the protection of foreign missions and officials to $15 million. Amendment authorizes the State Department to pay $19.58 million in "back payments" to NYC for expenses incurred since 2002.
