- An amendment numbered twelve printed in the Congressional Record to add a new section to the bill prohibiting funds from being made available to pay for the official travel of employees of the Department of Agriculture whose station of duty is at the Washington, D.C. headquarters until the Secretary certifies to Congress that the Secretary has implemented a voluntary program under which beef slaughtering establishments may acquire and use rapid screen testing kits to test beef carcasses for the presence of bovine spongiform encephalopathy.
