- Amendment sought to impose a cap on the growth of mandatory spending whereby mandatory spending would grow by either CPI, the consumer price index, or the program inflator, plus new enrollees.
- Purpose
- An amendment numbered 4 printed in House Report 108-566 to impose an entitlement cap under which the total level of direct spending is limited to inflation and the growth in a given program's beneficiary population. Under the amendment, inflation will be the higher of either the CPI or whatever inflator (if any) is currently applicable to each program.
