At the end of the bill (before the short title) add the following: \ SEC. __. None of the funds made available in title III for discretionary grants for use in high-threat, high density urban areas and for rail and transit security, under the heading "Office for State and Local Government Coordination and Preparedness__State and local programs", may be used for more than 80 grants.
