- Amendment as modified exempts projects for which the Secretary of Transportation has received an application for final design from the small starts provisions of the bill and will allow recommended new starts which have applied for final design to move forward on their original time line.
- Purpose
- An amendment numbered 14 printed in part B of House Report 108-456 to allowcurrent new state projects that have applied for final design to move forward on their original timeline as a new state program even if they would otherwise be covered by the bill's new "small start" program for projects between $25 million and $75 million. The bill requires such current new start projects to be transferred to the smart start program.
