At the end of the bill, add the following new section: \ SEC. 22. SUNSET. \ If the Attorney General makes a written determination before the end of the 3-year period beginning on the date of the enactment of this Act that the implementation of this Act creates a significant risk or adverse effect on public or prison safety, prison management, or prison rehabilitation opportunities, then this Act, and the amendments made by this Act, shall not be in effect on and after the date occurring 3 years after such date of enactment (and the law shall read as if this Act were not enacted).
