Under Title I, Department of Veterans Affairs, Administrative Provisions, add the following new section: \ SEC. . The Secretary of Veterans Affairs shall maximize, to the greatest extent possible, sharing agreements for services, programs and facilities with the Department of Defense, particularly in areas where facilities and/or targeted populations are in close proximity: Provided, That the Secretary of Veterans Affairs shall submit a report to the Committees on Appropriations no later than December 1, 2003, detailing restrictive regulations, policies, and regulatory redundancies that inhibit resource sharing, and provide milestone dates to address each identified issue.
