At the end of the bill (before the short title), insert the following: \ TITLE VIII--ADDITIONAL GENERAL PROVISIONS \ SEC. __. None of the funds made available in this Act may be used for the sentencing phase of any Federal prosecution in which the penalty of death is sought by the United States.
