- An amendment in the nature of a substitute printed in Part B of House Report 108-273 to include all the provisions of the underlying bill as reported by the Committee on Ways and Means, but adds provisions increasing the funding for the Social Security Block Grant (SSBG) by $1.1 billion next year and revenue offset provisions to prevent abusive tax shelter transactions and also tightens penalties for egregious tax shelter behavior.
