- Purpose
- An amedment to have the Secretary of Homeland Security shall conduct a review of the proposed project for construction of a remote passenger check-in facility at Los Angeles International Airport to determine whether the project as designed will protect the safety of air passengers and the general public. Upon completion of the review and not later than the end of fiscal year 2004, the Secretary shall transmit to Congress and the Administrator of the Federal Aviation Administration a report containing the results of the review.

- Mr. Rogers (KY) raised a point of order against the Waters amendment (A012). Mr. Rogers stated that the amendment proposes to change existing law and constituted legislation in an appropriations bill. The Chair sustained the point of order.
