- To increase the level of funding in fiscal year 2004 for first responders by $3,000,000,000 (to a total of $6,500,000,000) to support their efforts to protect homeland security and prevent and respond to acts of terrorism, and to reduce tax reductions for taxpayers with annual incomes greater then $300,000, and to provide an additional $3,000,000,000 for deficit reduction.
