- Purpose
- An amendment in the nature of a substitute numbered 1 printed in House Report 108-9. The amendment in the nature of a substitute adds poverty reduction as a purpose of TANF and provides states with a poverty reduction bonus; increases the block grant by inflation; maintains current work requirements; removes the cap on the number of recipients who can pursue vocational education; lifts the time limit on education to give recipients an opportunity to earn a degree; provides $20 billion for the Child Care Development Block Grant; requires states to address barriers to work, including domestic violence, by providing for trained caseworkers to screen recipients; and restores eligibility to immigrants.
