- Purpose
- An amendment numbered 11 printed in Part B of House Report 111-317 to explicitly sunset all programs contained in the bill at the end of their authorizations or five years, whichever is earlier. The Administrator would maintain the authority to carry out responsibilities regarding all outstanding loans, grants, and other outstanding commitments made before the authorization expiration.
