An amendment numbered 88 printed in the Congressional Record to add a new paragraph excepting the plan from applying if the President produces a plan to limit the amount of oil and gas exported from the United States by the same percentage as the percentage of petroleum in the Strategic Petroleum Reserve that is drawn down in each drawdown that occurs after the date of enactment of the subsection.
