At the end of title X, insert the following: SEC. 10__. REPORT ON REDUCING SMUGGLING AND TRAFFICKING IN PERSONS. The Secretary of State, in consultation with the heads of other relevant Federal departments and agencies, shall conduct a cost-benefit analysis and submit to Congress a report on how best to use United States funds to reduce smuggling and trafficking in persons.
