An amendment numbered 20 printed in Part C of House Report 117-125 to impose sanctions to prohibit Americans from purchasing or selling newly issued Russian sovereign debt in primary and secondary markets. Requires the Office of the Director of National Intelligence to complete a report on foreign interference for each future midterm and Presidential election and directs the President, after receiving this report, to determine whether to suspend or keep in place these sanctions.
