An amendment consisting of the text of the Rahall amendment, as amended by the Mavroules amendment, and modified by deleting the following provisions originally contained therein: The requirement for replacement of contaminated or reduced local water supplies; consideration by the Interior Department of market demand as a factor in issuing coal leases; and the incorporation into law of the terms and conditions of the settlement agreement in the civil action between Save Our Cumberland Mountains Inc. vs. Lujan.
