An amendment to establish a federal standard or allowable state regulation of natural gas production. Under the amendment, states would be specifically prohibited from implementing regulations that have the substantial purpose or effect of generally restricting natural gas production and raising the price of natural gas. States would be permitted, however, to continue to regulate production to the extent that such regulation is necessary for resource conservation, preventing physical waste, and protecting the correlative rights of producers in a common reservoir. The amendment specifically permits natural gas consumers and other affected parties to challenge state prorationing regulations in federal court, and it requires the court to enjoin such regulations to the extent the court determines they are prohibited by the amendment.
