An amendment to replace the provisions of the bill relating to nuclear power plant licensing. The amendment would require the Nuclear Regulatory Commission, when issuing combined construction and operating licenses for nuclear plants, to specify the construction inspections, tests, analyses, and acceptance criteria which must be complied with when constructing such plants. Upon completion of construction, the Commission would make a determination on compliance before issuing an operating permit. Public hearings on operation licencing would be required only if evidence exists indicating that one or more of the established criteria had not been met. The Commission would be allowed to permit operation of a plant during the hearing process and would be given discretion to conduct either formal or informal hearings.

- Purpose
- Amendment replaces the nuclear power plant licensing provisions in the bill with language that authorizes the Nuclear Regulatory Commission (NRC) to issue a combined construction and operating license for new nuclear power plants. Under the amendment reactor manufacturers will be able to apply for pre-approval certification of standardized reactor designs. The combined license would outline required inspections and tests. Once a plant is completed, the NRC is required to find that all license requirements have been met.
