An amendment to impose additional reporting requirements to existing annual reports on energy and water conservation measures of federal agencies under the jurisdiction of the Department of Energy. The additional requirement would direct the DOE to issue a report on conservation measures which have not achieved anticipated savings, the percentage by which savings were not acheived, the reasons, proposed remedies and estimated costs of rectifying those shortfalls.
