An amendment to add a new paragraph to the Synar amendment which directs the Secretaries of Interior and Agriculture (whichever is appropriate) to annually pay the holder of a permit or lease for domestic livestock grazing under applicable law for the following costs incurred by the holder in operation under such lease or permit: improvements made to rangelands, losses incurred from vandalism and harassment, fencing, water improvements, damages caused by flood or drought, supplemental feeding, veterinary costs, predator and noxious weed control, and herd care.
