An amendment to increase grazing fees on Forest Service and Bureau of Land Management Lands above the level provided in the bill. The bill increases the grazing fee from $1.97 per animal unit month (AUM) to $2.62 per AUM for FY 1992. The amendment would set grazing fees at $4.35 per AUM in FY 1992; $5.80 per AUM in FY 1993; $7.25 per AUM in FY 1994; and $8.70 per AUM or "fair market value", whichever is higher, in FY 1995 and subsequent years. The amendment would abolish existing grazing advisory boards, and return their functions to local land use councils. It also would provide that federal grazing fee receipts may be used only for restoration and enhancement of fish and wildlife habitats, restoration and improved management of riparian (riverbank) areas, and implementation and enforcement of management plans and regulations regarding livestock grazing on public lands.
