An amendment comprised of two amendments offered en bloc to provide that certain funds earmarked in the bill for Smithsonian Institution projects may not be made available until authorizing legislation has been enacted. The funds that would be affected by the amendment are $300,000 earmarked for land acquisition for the Smithsonian Environmental Research Center and $10 million earmarked for construction of the East Court at the National Museum of Natural History.
