- Purpose
- An amendment that provides that before any provision in the bill limiting the use of funds to enforce the ban on travel to Cuba could take effect, the president must certify that the Cuban government does not possess and is not developing a biological weapons programs that threatens the homeland security of the United States; is not providing to terrorist' states or terrorist organizations tehnology that could be used to produce, develop or deliver biological weapons; and it not providing support or sanctuary to international terrorists.
