An amendment to prohibit use of funds to enter into a contract with any offeror that has been convicted of misconduct such as theft, forgery, bribery, or violating Federal criminal tax laws.
Purpose
Amendment prohibits use of funds to enter into a contract with any offeror or any of its principals if the offeror certifies that the offeror or any of its principals has been convicted of, or had a civil judgement rendered against it, for certain specified violations; are presently indicted for or otherwise criminally or civilly charged by a government entity with, commission of any of the certain specified charges; or within a three year period preceding this offer, has been notified of any delinquent Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied.
