An amendment to prohibit use of funds to issue rules or regulations to allow an individual on an aircraft to engage in voice communications using a mobile communications device during a flight of that aircraft in scheduled passenger interstate or intrastate air transportation except for use by a member of the flight crew, flight attendant on duty on an aircraft, or Federal law enforcement officer acting in an official capacity.
