Amendment113th Congress
An amendment to add a new section prohibiting use of funds for a transportation project unless all contracts carried out within the scope of the applicable National Environmental Policy Act of 1969 finding, determination, or decision are Buy America compliant. If the Secretary finds that such a requirement is not in the public interest, this requirement can be waived, but only if the designation is justified and made available for public comment 30 days before the waiver takes effect.

- Mr. Latham raised a point of order against the Garamendi amendment (A041). Mr. Latham stated that the Garamendi amendment sought to change existing law and constituted legislation in an appropriations bill. The Chair sustained the point of order.
