An amendment to add a section which includes the following "For 'Department Security-Federal Emergency Management Agency-State and Local Programs' for the State Homeland Security Grant Program under section 2004 of the Homeland Security Act of 2002, as authorized by subsection (f)(2) of such section, there is hereby appropriated, and the amount otherwise provided by this Act for 'Department of Homeland Security-Office of the Chief Financial Officer' is hereby reduced by, $10,000,000".
