An amendment to prohibit the use of funds to be used to maintain or improve Department of Defense real property with a zero percent utilization rate according to the Department's real property inventory database, except in the case of maintenance of a historic property as required by the National Historic Preservation Act or maintenance to prevent a negative environmental impact as required by the National Environmental Policy Act of 1969.
