An amendment to prohibit the use of funds to be used to increase the funding for any major medical facility project which is under construction as of the date of the enactment of this Act, above the amount specified in the prospectus described in subsection (b) of such section 8104 and the detailed estimate of cost described in paragraph (1) of such subsection.
